Judge Chris McDowell brings more than three decades of legal and public service experience to the Hamilton County Court of Common Pleas. Judge McDowell has dedicated his career to ensuring that justice is administered with integrity, compassion, and impartiality.

Meet Judge Chris McDowell

Judge McDowell’s path to the bench has always been rooted in service, hard work, and a deep respect for justice. At seventeen, he enlisted in the Army and left for Basic Training just weeks after graduating high school. He went on to attend college through the GI Bill—an experience that shaped his appreciation for opportunity, public investment, and the importance of opening doors for others. Upon graduation, he was commissioned as an Army officer.

After earning his law degree, he chose to continue serving in the U.S. Army Judge Advocate General’s Corps. In the JAG Corps, he served as both a prosecutor and a defense attorney, advocating for the rights of American service members and ensuring due process in Korea, Germany, and Bosnia-Herzegovina. His military service concluded at Fort Riley, Kansas, where he commanded the public defender’s office. In this vital role, he ensured that the criminal defense needs of all First Infantry Division soldiers were met. Judge McDowell’s military service placed him in some of the world’s most complex environments, where he upheld the rule of law, protected individual rights, and navigated diverse legal systems with integrity and fairness. These experiences reinforced his belief that justice must be even-handed, accessible, and grounded in respect for human dignity.

Following his honorable discharge in 2000, Judge McDowell and his wife, Annah Castellini McDowell, settled in Cincinnati, where they raised their three children. He joined the Cincinnati-based law firm of Dinsmore & Shohl in 2000, where he became an equity partner and earned a reputation as a highly respected and formidable trial attorney in both civil and criminal cases. Later, at Strauss Troy, he continued to advocate for fairness and accountability, representing clients across Ohio in complex federal and state cases. Throughout his career, Judge McDowell has tried hundreds of jury trials, ranging from murder cases to multimillion-dollar civil cases. His work consistently reflects a commitment to ensuring that every person—regardless of background, income, or circumstance—has a meaningful voice in the justice system.

Over thirty years of legal experience have shaped his belief that justice must be principled, transparent, and rooted in respect for every person. These experiences continue to guide his work on the bench today, where he strives to ensure that the courtroom remains a place where people are heard, rights are protected, and the law is applied with fairness and humanity.

Commitment to Community and Justice

In addition to his work as a civil litigator and criminal defense attorney, Judge McDowell served as prosecutor for the Village of Newtown and the City of Wyoming, reflecting his enduring commitment to community safety and justice. He also chaired the board of trustees of a local drug rehabilitation facility, where he helped implement innovative, evidence-based treatment programs that support recovery and reduce repeat offenses. Judge McDowell believes that real justice includes assisting people in rebuilding their lives.
